Hi, my name is Elmer Llorens from San German, Puerto Rico.  I have been working as a Branch Analyst for two years. I have experience assisting municipalities in Puerto Rico submitting requests for reimbursements, requests for advance and request for information of hurricane Maria and earthquake projects. My experience as a branch analyst allows me to understand the processes and workflow to able to complete this position's requirements successfully.

July 2022- June 2023

Visited the municipalities to assist them in everything related to the reimbursement of RFR, RFA and RFI of PA Grants from DR 4339 and DR 4671 projects. 

  • Advise the municipalities about the different choices to be reimbursed and determine which is more convenient to them. 
  • Train the municipality personnel to handle request for reimbursements, request for advance, “FOR loans”, Cost Share Return of Funds, Cost Analysis, Review Process, Procurement Process and how to navigate through the DRS system.
  • Assist the municipality in identifying the documents necessarily to submit requests of reimbursement according to the policy established by Chapter 7.   
  • To do a reevaluation of the documentation collected (a pre-completeness checklist).
  • Assist the municipality with the cost of eligibility for the PA program, including the comprehension between the different administrative costs, by category and what its available to be claimed through what was obligated in the FEMA FORM 90-91.
  • Assist them with the conciliation of expenses in the DRS system. Assist the municipalities to complete the request for information, (RFI) submitted by a Grant Analyst.
  • Verify the documentation available to submit within each RFR/RFA in preparation before sent it for validation using a Checklist to avoid RFI’s.
  • Serve as a link between the municipality, the consultants and COR3.
  • Bring continuity in the request for information send it to the municipalities. 
  • Prepare and submit in Teams the minutes according to the themes discussed during the visits to the municipalities.
  • Keep updated the Project tables in Teams of each municipality.
  • Submit the SMC (State management Cost) Tracker weekly. Submit your weekly schedule of visits to the municipalities in Teams.

Assist the municipality in identifying the documents necessarily to submit RFR’s and RFI’s from obligated DR 4339 Maria Obligated projects according to the policy established by Chapter 7.

  • Provide customer service skills, ability to listen and facilitate the solution of problems.
  • Review outstanding invoices to be link with proof of payments in Categories A and B, identify and upload documentation missing and do the corresponding link.
  • Provide guidance to the subrecipient staff on proper procurement regulation and documentation, invoice and supporting guidelines, COR3 Chapter 7 policy, Fema guidelines.
  • Review documentation provided by the subrecipients to submit for reimbursement and provide assistance on additional documentation required.
  • Assist subrecipient staff with the collection of documentation in response to Request for Information inquiries associated with RFR, RFA, and Validations you Go request.
  • Interact with COR3 SPDMG and Branch Managers to provide updates on the status of RFR’s and proyects that have funds waiting to be drawn down.

Loan Assistant (Teleworked from home) During Pandemic Covid-19

July 2020 – December 2020 

Engaged supporting the Office of Disaster Assistance to serve hundreds of small businesses affected by the Covid -19 pandemic.

  • Loan Application: Processed business loan applications to assist businesses during the Covid-19 pandemic. Review pertinent facts and make eligibility determinations by analyzing factors such as documentation, intended use of proceeds, legislatives and administrative limits, etc. Aided applicants requesting and filing theirs business loans applications eligibility requirements, following federal guidelines. 

 

  • Documentation: Contact banks and other third parties to obtain information necessary to formulate loan recommendations. Ensured complete business loan files with the inclusion of income tax returns and, ID’s, confirmed Bank account info is associated with the person and the business, good credit reports, an operating report for non-profit and agricultural organizations, the last three years of tax returns with all schedules and the tax authorization forms required. Requested business balance sheets, current personal financial statements, profit and loss statements and schedule of liabilities.

 

  • Technology: Filed and Processed all documents through the SBA web-based RAPID computer system, following the latest federal guidelines. Used Microsoft Teams and skype for meetings, submit my weekly payroll through the web, used Microsoft office and Google to search information through the internet. Used laptops, tablets, software scanners, to submit documents to the PDC in Texas, customer service representatives and supervisors. Completed applicant loan forms, letters, and other information on customer requests. Experienced in MS Excel, Word, Outlook, Google Maps and Google search. Prepared worksheets and performed computations to determine applicant loan repayment capacity. 
  • Oral / Written Communication: Respond to inquiries from applicants, their representatives and agents and others concerning the status of application and reasons for Agency decisions. Served as a translator. Explained the closing and disbursing process to the applicants. Including the Loan Agreements (LAA), promissory notes and others during the closing process. Provided written instructions for each process to the applicants. Responded to customer inquiries as needed. 
  • Teamwork: Assist Case Managers with closing and disbursing approved loans. Communicated with peers via email / telephone or Microsoft teams to give follow up and request information.
