    What ́s the role?

    As a ArcGIS programmer you will perform intermediate sophisticated GIS programming for Spatial Analysis, Geoprocessing, ArcGIS Insights and Data Analysis. Also, you'll perform intermediate sophisticated technical work providing technical support for GIS project implementation and operation; creating, testing, training and enhancing GIS applications, developing and administering web-based GIS applications, and Field Surveys preparing GIS datasets, maps, database reports and specialized queries, developing and administering spatial and attribute databases.

  • Support ArcGIS Collector, ArcGIS Survey 123, ArcGIS Desktop, and ArcFM software.
  • Support Esri implementation
  • Configure Esri applications on Portal and ArcGIS Online
  • Write SQL statements to extract data from databases and geo-databases.
  • Create and modify Python programs.
  • Configure web-based maps using ArcGIS JavaScript API and Web App Builder
  • Understand Telecom Fiber Optic, Copper and Civil Works designs. Survey cable routes and prepare maps and diagrams.
  • Establish, maintain, and administer various geographic information system (GIS) systems to create, test and enhance GIS operations; and develop and administer web-based applications.
  • Good Understanding of modern GIS web-based programming methods, with ability to develop scripts or code in HTML5, Javascript, Python, PhP or C++.
  • Good Understanding of GIS Application, Dashboard and Site tools in ArcGIS or equivalent system, with ability to define and develop the same with tools available in the GIS system.
  • Keen understanding of spatial data and algorithms.
  • Gather field data for use in various mapping applications; and be able to convert data from older sources such as maps and books into digital formats.
  • Prepare GIS layers, applications, and data sets for various groups.
  • Perform GIS analysis, modeling and reporting to support decision making.
  • Maintain databases and ensure that these databases are up to date and accurate.
  • Write and maintain reports, programs database reports, forms, and queries.
  • Able to expertly get along with internal and external customer representatives, agencies and GIS User primes.
  • Detail oriented, with the ability to enter data quickly, correctly and efficiently; and able to work independently to complete surveys daily.
  • Extensive knowledge of automated mapping and information processing methods and techniques.
  • Knowledge of GIS hardware and software components, data communication and network methods and techniques.
  • Use Google Earth Pro and Microsoft Visio to document routes for underground and aerial fiber optic cable in private and public right of ways for desktop reviews.
  • Own the conversion of source data into drawings (. CAD/PDF/Shape/KML/KMZ files) showing placement of existing & new fiber optic cable.
  • Participate in design and review of new GIS enhancements and integrations.
  • Optimally interface and expertly connect with Management and colleagues in Engineering, Third Party Engineering & Construction crews, Project Management, Network Engineering, B2B operations, and vendors, among others.
  • Create simple ad-hoc or presentation-quality maps, depending on the situation, for engineers, account executives and peers.
  • Prepare information in various formats (., maps, spreadsheets, slides) for field operations, and network operations when requested.
  • Organize workday efficiently to maximize productivity by utilizing proper time management techniques.
  • Balance priorities with consideration for importance and vitality of projects. Quickly switch between numerous small projects, requiring immediate response, and larger projects having multiple steps and longer deadlines.
  • Provide necessary inputs in support of optical platform troubleshooting, including measured and/or predicted distances and losses across the optical spectrum.
  • Develop and maintain process layouts, specifications, data sheets, procedures, and quality inspections for the department.
  • Serve as a consultant for special projects.
  • Assist in the accomplishment of company objectives by performing other related duties as assigned.
  • Required Skills and Qualifications:

  • 7 years of demonstrated ability in programming or systems analysis
  • Solid understanding of telecom, more specifically fiber networking.
  • Able to think critically and analytically.
  • Be a great teammate and have proficient interpersonal skills.
  • Able to pay very close attention to detail.
  • Able to adapt in a quickly changing environment.
  • Multitask efficiently.
  • Use Telecommunication tools to do in-depth research.
  • Sit for long periods of time.
  • Work within a timeline if needed.
  • Will support current Fiber team, this includes being assigned random tasks.
  • Demonstrate and ensure compliance with Liberty Latin America Privacy Policy, Customer First Philosophy, all Liberty Latin America's policies and procedures including the Code of Conduct and Liberty safety standards and procedures.
  • Other functions may be assigned.
  • Preferred Skills and Qualifications:

  • Experience supporting ArcGIS Desktop, Collector, Survey123, and Python.
  • Ability to create and modify SQL statements using an Oracle database.
  • Experience creating and supporting web-based maps using ArcGIS JavaScript API and Web App Builder.

  • What do you need?

    Education and/or Experience:

    Bachelor's Degree in Engineering, Math, Science or Business Administration.

    2+ years related experience

    Certifications: PBA-PMI or CBAP highly preferred.

    Other Qualifications:

  • Fully Bilingual (Spanish and English).
  • Comprehensive and solid skills in business analyst and project management, preferably with certification from a recognized professional body . PBA-PMI or CBAP.
  • Solid understanding or experience in Lean Process theory and practice.
  • Strong analytical and process leadership skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
  • Efficient written and verbal communication skills are needed, as well as experience in communication, persuading, and influencing at senior partner level.
  • Demonstrate the gravitas and courage needed to establish relationships and convey authority in order to resolve problems and maintain directions.

  • Computer-literate, knowledge in Microsoft office (Excel, PP, Outlook).
