    Main Purpose:

    Functions- Primary Environmental Responsabilities:
    + Monitor and report environmental compliance with permits, regulations and applicable laws for multiple terminals
    + Conduct compliance inspections to ensure compliance with permits, regulations and applicable environmental laws.
    + Collect, evaluate, organize and file environmental compliance documentation.
    + Coordinate evaluations, inspections or assessments with third party contractors.
    + Capture data on atmospheric emissions from point sources at the terminals.
    + Ensure that all regulatory environmental reports are submitted to state and federal agencies as required.
    + Coordinate annual air emission calculations and coordinate applicable annual fee payment to environmental agencies.
    + Gather information for the preparation of the terminals Green House Gases reports.
    + Coordinate collection of stormwater samples and analysis in accordance to NPDES permit requirements for terminals.
    + Prepare Discharge Monitoring Reports in EPA's electronic platforms
    + Coordinate Asbestos and Pb testing and abatement as part of maintenance or construction projects.
    + Gather environmental KPI's and upload them to reports and/or selected electronic data bases.
    + Revise annually USEPA approved Facility Response Plans, SPCC Plans and Stow Water Pollution Prevention plans
    + Ensure compliance with USEPA's Risk Management Plan for LPG operations.
    + Ensure proper labeling of waste in accordance to federal regulations
    + Inspect 90 day RCRA storage area on a weekly basis while storing hazardous wastes.
    + Coordinate availability of drums, metal boxes or other waste disposal containers.
    + Coordinate transportation and disposal of hazardous waste.
    + Fill waste profiles, manifest and any other document needed to manage the transportation or disposal of wastes.
    + Assess direct and indirect hazards to human health and the environment resulting from the management of chemicals, non hazardous and hazardous wastes.
    + Ensure compliance of contractors with safety and environmental company policies. + Develops and implements waste minimization/pollution prevention initiatives and techniques.
    + Coordinate all monitoring well activities related to RCRA orders and/or other monitoring requirements.
    + Ensure compliance with EPCRA reporting, i.e. SARA reports are prepared and submitted as required by applicable regulations for terminals.
    + Ensure that National Biennial RCRA Hazardous Waste Report is prepared and submitted to the USEPA as required.
    + Ensure that water well extraction reports are prepared, submitted and water used is payed to the Department of Environmental and Natural Resources.
    + Coordinate atmospheric tank annual seal inspections with contractors, and report result as per permits and regulations.
    + Supervise contractor inspections of Leak Detection and Repair Program and preare applicable compliance notifications and reports to environmental agencies.
    + Provide training to workers to ensure environmental compliance with permits, regulations and laws.
    + Identify and mitigate potential environmental liabilities related to operations .
    + Maintain and update HAZCOM files. Evaluate new products being used at the terminals. Assist in chemical labeling
    + Assist in the revision of Job Safety Analysis for maintenance activities in order to ensure compliance with environmental protection regulations.

    Knowledge Skills and Abilities, Key Responsibilities:

    Safety / SAPS Responsibilities
    + Responsible of his own safety and accident prevention
    + Perform job site analysis, determine employee exposure, and institute safe work procedures.
    + Participate in incident investigations and facilitate the return to work program.
    + Manage daily activities regarding injury management and worker's compensation issues if applicable.
    + Revise work area for potential risks continuosly
    + Participate in accidents / incidents investigation
    + Know and follow the company's safety policy
    + Coordinate SAPS Elements assigned by Terminal Superintendent
    + Participate in SAPS internal/external assessments as necessary
    + Participate in the Safety Steering Committee Meetings
    USCG Reguations Compliance Responsabilities
    + Prepare and submit to the USCG semiannual Hot Work Permit applications
    + Assist operational and maintenance employees in the coordination to obtain and maintain TWIC cards.
    + Assist on any request related to USCG regulatory compliance.
    Reliability
    + Endorses Work Orders related to environmental issues when required
    + Works together with the Maintenance Supervisor in terms of compliance issues to successfully complete the Preventive Plan
    + Represent company in USCG Safety & Security meetings: North Cost Safety & Security Committee
    + Represent company in the Local Emergency Planning Committee
    + Enforces the proper and best use of PPE and materiales
    Personnel and Training
    + Helps in the development and implementation of the Compliance Training Program.
    + Provide training on the requirements of environmental permits, regulations and laws.
    Others
    + Assists the Terminal Superintendent in Special assignments
    Requirements:
    + Bachelor or college degree in science or engineering.
    years experience in environmental compliance
    Skills:
    + Computer literacy: Microsoft Office applications.
    + Fluent in Verbal and written English
    Competencies:
    + Safety and security oriented.
    + Leadership qualities.
    + Strong initiative and dependability.
    + Personnel coaching / training skills.
    + knowledge of terminal operations and procedures
    + Good written and communication skills
    + Knowledge of federal and state environmental and safety regulations

    + External – Oil Companies Representatives, Suppliers, Inspectors, Port Authorities, Government Officials, Consultants, Contractors
